How to unlock the Parry Performance achievement in Cuphead - Definitive Guide
This will come naturally when playing through the game, but if you want to unlock it quickly, just head to the tutorial and keep parrying (jump then press again on the pink dots).

I kept myself entertained for about ten minutes by seeing how many of those dots I could hit without touching the ground. Never beat nine (three -> dash back -> three -> super back -> three), but I did that a couple dozen times. Then I bounced around touching the ground between each for another five minutes, just in case. Keep in mind that this is after I completed the entire first island - I can't be too far away from this achievement regardless.
Anyway, if this ever actually worked, it doesn't look like it does now.

You can check your progress in the achievement tracker and see if the percentage is increasing.

The easiest way I've found to get this achievement is actually in the "Aeroplane Blueprint" tutorial level at the top of the map at Inkwell Isle I (the first overworld). In order to get there, you'll need to complete "Ruse of an Ooze," which is the large tree on the map, and can be accessed immediately (note that you can defeat this level on simple difficulty in order to unlock the bridge that you need to make this easier/faster). When you complete that level, the bridge appears, allowing you to go up. Walk up to that area, and go to the statue with a blueprint on it, and enter it. Now fly between the dots labeled 1 and 2 in the parry section, and just tap repeatedly (or whichever button you've mapped parry to). You'll very quickly get a good rhythm going parrying the pink dot left and right, and the achievement will be yours in about 2 minutes.
Here is some tips if you forgot how to parry and need this achievement!
This is a cumulative achievement, all you gotta do is complete 100 parries throughout the game, you don't need to do 100 parries in the same stage/boss (Because that would be terrifying, even for Cuphead standards)
To do a Parry, just jump and press jump again in a pink object, you learn this in the tutorial of the game. You'll get this achievement with time, so there's no need to go for this one.

You get parries by pressing on pink objects/projectiles. You get one ability card for every successful parry, so you should try and get them whenever you have the chance. Get 100 parries and the trophy is yours. This will come naturally.

You can also do this in training mode, when you are asked to jump on three pink dots. In one jump you can close all three points. 100 / 3 = 34 jumps. It's fast and you can immediately close 2 achievements without worrying about the future.

There is no need to waste time in training while you complete the game and work on other trophies, you will earn more than a hundred.

The same can be done in the drawing, where they explain to us how to fly the plane. Two parry points and forward to a pleasant trophy sound.
