When you encounter locals in the wild for the first time on a map, one of your options will usually be "Ask About Tribe." This will give you one standing, some information about the tribe, and progress towards this achivement.

You can also learn about the tribe by:

• Resting in the village (not guaranteed)

• Asking the tribe leader (requires 3 standing to speak to without Perks)

You can only learn about the tribe once per island, but can also learn about the Pale Masks inside a portal, which is separate to the original island.

This is a common goal for the Anthropologist, so can be worked on in tandem with the Islander Understanding achievement:
