It's a chapter 4 boss and its missable, if you drop into the water just press back, go to main menu and hit continue, unhappily there's no easy way but I ll put a video with the strategie that I did.

The fire attack (down + attack) melts his HP if you can hit with 2-3 of the fireballs. This isn't not a patient fight-- the longer it goes on, the more likely platform RNG is to kill you.
Try to keep in mind how long a platform has been available so that it doesn't sink while you're on it.
