How to unlock the All the President's Men achievement in Cyberpunk 2077 - Definitive Guide
The achievement unlocks when you complete the second Phantom Liberty main mission, Hole in the Sky. You must find President Myers alive in her crashed plane and successfully defend it against incoming BARGHEST enemy combatants. Once you do so, the achievement will pop.
The achievement is missable. Hole in the Sky is time sensitive—if you take too long, Songbird will inform you the President died. This botches the main story mission & voids all the story-related achievements. You still have access to Dogtown & can pop the non-story achievements, but will be unable to play the main Phantom Liberty narrative and pop its story related achievements.
The first mission in the campaign, Dog Eat Dog, is not time sensitive. In fact, it’s worth your while to shop at the Black Market you pass through as you enter Dogtown. An arms merchant sells top of the line (Tier 5 what used to be called Legendary) weaponry and crafting blueprints including iconic variants. Equally good, perhaps even better, is the junk shop. You can buy a high level shard for each skill--Engineer, Solo, Shinobi, Netrunner, and Headhunter. These shards give a substantial boost to their respective skills and help with your progression in the new version 2.0 system. You can also buy a shard that gives you an extra perk point.
Each consumable vendor (bars, food vendors, med point) sells an item that gives you a permanent boost. For example, the med point sells a Max Health +2 item. These vendors also sell some high end consumables that are also worth looking into.
It is when you take the elevator up to the roof that the invisible timer starts clicking. You trigger a cut scene showing the President’s plane crashing and get the Phantom Liberty title screen. You start the Hole in the Sky main story mission where you must go to the crashed plane and rescue President Myers. Slide down the chute to ground level. Follow the quest marker to the barricades.
You can go on foot—it’s not far—or hijack a car and drive. For the time being, you cannot summon one of your own vehicles. You must get through the barricade to a crane. Songbird tells you to keep a low profile. You can, however, fight your way through the enemies. However, this takes longer and time is of the essence so stealth is the better option. Climb up to the top of the crane arm and drop through the hole you find there.
The mission updates—you must go to the wreckage. Stealth is, again, the better option. Go through the opening to your left into a parking garage. You’ll see a relic data terminal on your mini-map depicted with a white symbol. Access it to download the relic perk point. If you took the combat route, you can come back later for the access point when you have free roam of the Dogtown map.
Whether you elected the combat or stealth option, you’ll end up at the plane. Enter and proceed to find the President. You must defend yourselves against incoming waves of combatants. If you have a technical skill of 15, open the cockpit door for a quicker and safer option. Otherwise, confront the enemies head on through the gaping hole in the wreckage. Either way, once you’re clear of the threat, the achievement will pop.

Story-related, cannot miss.
Complete the “Hole in the Sky” main mission, which takes place very early on in the game, and this achievement is yours. The mission will see you head to Myers’ downed plane, and defend it. Once you’ve defended it, this mission will end and the achievement will pop.
