To unlock alternate outfits you must obtain 36 (32 for Flash4wrd) stars in each crew challenge. This can be done on any difficulty.
Since you only need to unlock 10 outfits you only need to do this for the five crews.

Outfits are unlocked via the Crew Challenges. Each crew consists of 2 characters, and there are 5 crews. You must earn at least 32/36 (depending on how many songs the crew has) stars on the crew's songs, as well as complete their final challenge, and that will unlock the outfits for the two crew members. This can be done on any difficulty.
