To get this, just play "In Da Club" by 50 Cent with the appropriate character on their birthday. You can choose your character in Perform mode after selecting the song difficulty.

When playing on a character's birthday, check out the level-up counter in the top-right corner after playing a song. If it's your character's birthday you will get bonus stars and a notification ("Rasa's Birthday"), even during story mode.

If you can't wait for one of these dates to roll around, you change your system date to get this offline with one of the dates below. Characters that must be unlocked via leveling up are marked with an asterisk (*).

This is fine, ixnay37 said he will update this guide. The characters that are not unlocked from the beginning are Dare & Macoy, Frenchy & Marcos, Jaryn & Kerith, Cyph-56 & Cyph-78, Oblio & Mr. Tan, Kitchi & Shinju.

Do you have the level requirements for all the characters marked with an asterisk?

The order of unlocking the characters is somewhat randomized, but you should be able to unlock every character and every costume by level 40. These characters tend to unlock around level 20 and earlier: Dare & Macoy, Oblio & Mr. Tan, Jaryn & Kerith. These unlock around level 35-40: Frenchy & Marcos, Cyph-56 & Cyph-78, Kitchi & Shinju.

Harmonix gave every character a birthday. You can find it out in one of two ways. You can notice that you got an extra star for playing a song with the character, or you can consult the list of birthdays HERE. After you know when the character's birthday is (which is usually announced on Twitter or Facebook, too), go into perfrom, pick the song "In Da Club," and select that character. If you cannot wait, you can change your console's date to the character's birthday and play offline. Rasa (the first character you use in the story) has his birthday on October 16th (Launch day for the game in North America) if you do not feel like consulting the list and are going to change your date settings.
