The requirements for this are easy: Qualify as Amateur in all 40 songs. You can do this in Career or Free play, and I'm assuming multiplayer although I wouldn't know.
But, this achievement is not story based.
When I finished the career, there was one song I botched big time early on when I first started playing this game ("Bad Romance", which is the second song in the Career). I didn't get an Amateur rating in it and therefore I replayed the song in Free play, after I was done the career.
Note: You can check your scores in this game - it won't tell you how you ranked, but you can see how many points you got (your top 3 scores actually). "Scores" is one of the options in the menu. I knew that I had flubbed "Bad Romance", because I had a horrible score in it.
