With The Trials of Fear update that came out in March, the requirements for the low% run is now less than 10% of the chests.
Including the ones from the DLC area, this is 8 chests, excluding the dlc this is 6 chests (23 chests in the DLC area+ About 72 in the base game). I will update this guide after I attempt a low% run to confirm whether the achievement bases the total number of chests from both the main game and the dlc area but since the 100% achievements include those chests in calculations I think it's safe to assume that 9 chests is the upper bound.
Similar to the other solution: I would recommend following vSully's speedrun of this mode since it's pretty efficient and this will likely be something that you will want to save for a second playthrough, just keep in mind that he opens more than 9 chests in the video so feel free to pick and choose which ones you want to open. :)
I can't confirm the times for the speedrun so you may not earn either of the achievements if you get a time close to the one in the video but I CAN confirm that you will earn the achievement below as long as you don't enter the dlc area.

Can anyone confirm how many chests you can open now? If there's 95 chests, it should be 9.

I got it with 11% showing on my screen, FYI. That 11% is base game only, of course. In short, follow the video but skip most of the salt chests he gets.
