The four keys are below with their locations listed:
Diamond - Art Gallery
Club - Palace Shop
Heart - Central Hall
Spade - Labyrinth

I've attempted to draw on the screenshot where each one is located but my MS Paint skills are horrid. The keys will be in a random challenge room somewhere in the levels I listed. Just search the whole map and you'll find it.

I'm not sure what I'm doing wrong, but I cannot find the heart key despite fully completing the gardens and then checking back. Is it possibly gated by difficulty?

No, I don't believe they are gated by difficulty of any sort. If you have the Diamond and Club keys you should be able to open all the extra rooms in the Garden and the Heart key will be somewhere in there. Maybe it's possible that it's a random spawn so it doesn't always show up....but I don't think so.

I got the spade in Labyrinth and the heart in Central Hall.

Did you still get the Diamond in Art Gallery and Club in Palace Shop?
That's really weird...
I might play through again to see where I get the keys on a second run just to confirm the findings.

I'm pretty sure that's where I got the other two. I wasn't keeping track when I got them.

CartmanVT, you are correct. I'm unsure if the devs altered the game or if my memory completely deceived me. But I just ran through the game again and found them in the maps you mentioned.
