How to unlock the Gotta Raise 'Em All! achievement in Danganronpa 2: Goodbye Despair Anniversary Edition - Definitive Guide
This achievement is a bit of grind, I would recommend going for this once you have completed the story and unlocked Island Mode.
There are a total of 6 pets that you must raise. Every time you raise a new pet it will start as the egg, hatch into a Chibimi, and then enter a cocoon after hitting each of the necessary step requirements.
In order for your pet to pop out of the cocoon as the necessary type you need, you must increase it's hope and/or despair level. Basically, you need to give it gifts to increase it's hope level, and not clean up it's poop to increase it's despair level.
Each pet and it's necessary Hope/Despair levels are as follows:
Snakemi = 0-2 Hope, 0-5 Despair
Shitimi = 0-2 Hope, 6-9 Despair
Pigimi = 3-5 Hope, 0-9 Despair
Gorimi = 6-8 Hope, 0-9 Despair
Usami = 9-10 Hope, 0-5 Despair
Monokuma = 9-10 Hope, 6-9 Despair
To gain the required hope level, buy a bunch of mineral water from the vending machine (as it only costs 1 coin each) and gift it to your Chibimi; 1 mineral water = 1 hope level.
To gain the required despair level, do not clean up all of your Chibimi's poop UNTIL you reach the correct level. Leave some in the room so that you can level up despair, but don't let there be too much poop or you will instantly get maximum despair. Once you have reached the desired despair level, make sure to pay attention and clean up poop so the despair level does not go over, if it reaches maximum despair, your pet will die.
If you don't really understand the whole pet system in this game, this may probably come off as somewhat confusing. If there is something you don't understand please leave a comment and I will do my best to help better explain.

I just wanted to add that it seems like walking has a faster step count than running does. It’s not a crazy difference so it wasn’t worth making it’s own post lol

This is a fairly simple addition to the game, which may appear more complicated than it actually is. The pet is accessed by pressing to go the menu and selecting "Pet". It evolves through stages as you take in game steps. It tells you the required number of steps required to grow on the pet screen. It always starts as an egg, and then after some steps it evolves into a Chibimi. It's during this phase where the hope and despair meter matters. You have to raise all 6 different pets to point that they lay a new egg and leave for the achievement. To get the pet you want, check the list below and make sure that the hope and despair matches the pet you want. To raise hope, give the pet Mineral Water from your list of presents. This can be bought for only 1 coin from the vending machine. To raise despair, don't clean up the pets poo for awhile and the despair meter will fill. Of course if you want to keep the despair level at a specific number, make sure you keep on top of the cleaning and constantly clean up. Giving mineral water also reduces the despair meter by 1. Additionally, if the despair meter hits 10, the pet will die, which you don't want. Once you have reached the required steps as a Chibimi, it will go into a cocoon for a small number of steps. It will then emerge as the pet you were aiming for if you had the meters at the right levels. Now you just need to keep it alive until you reach the target steps again and it lays an egg and leaves so you can start the process again. Raising your first pet nets you:-
A few other notes; Walking seems to generate steps quicker than running. This is perfect for rubber banding the controller when you're in side scrolling mode as the area just loops around. I am in fact rubber banding through the pets as I type this. I managed to complete 2 of the pets during the main game. You could probably do more if you're not using the map to fast travel all the time, but you probably will be. That left me with 4 to do, which I did at the end of Island mode. Raising pets gets you skills, presents and money. So if you're at or nearing the 999 cap it may be worth spending some, so as not to waste any, unless you're still aiming for the 999 coin achievement. I've listed how many coins you will earn below so that you can plan accordingly.

I wanted to mention that for Gorimi you actually receive 125 monocoins not 100 monocoins. I just fully leveled one up today for the first time as confirmation.

There are Six Pets in total for you to raise. They start as an egg. Take 100 steps to hatch. 1000 steps to go into Cocoon form before the pet goes into the final form. Depending on what your Hope and Despair levels are at, determines what pet you get.
If a Pet's Despair reaches 10, the Pet dies. If you give a pet a present, it will reduce Despair by one, and the Hope Meter goes up by one. If the Despair counter is at Zero, you still get one Hope per present. To get Despair, do not clean up after the pet. It will go up over time. It is recommended to use something from the Store's Vending Machine. Like Mineral Water as it only costs 1 to purchase it
If you are trying to raise The Monokuma pet, Give 10 presents as soon as the egg hatches, then get the Despair Level to 8.
To get Snakemi, have 2 hope, 0 despair or 0 hope, 1 despair.
To get Pigimi have 3 hope, 0 despair.
To get Gorimi have 8 hope, 0 despair.
To get Shitimi have 0 hope, 8 despair.
This Pet does crap more often then other pets. So be careful about it's Despair counter.
To get Usami have 10 hope, 0 despair.
To get Monokuma have10 hope, 8 despair.
The Pet must survive until you have done a total of 3200 steps. 100 from Egg to Chibimi. 1000 steps from Chibimi to Cocoon. 100 Steps from Cocoon to Final Form. 2000 Steps to leaving the house.
Once your pet leaves, it will give you an egg, and presents.
Usami and Monokuma pets also have their own unique skill they will give you, once they leave.
