Hajime Hinata levels up, and it is through these extra levels that the SP is awarded for Class Trials (which is different from the first game). In order to level up Hajime, the following are all options:
- Walking/running around
- Checking out items/surroundings
- Hanging/talking with other students
- Class trial challenges
As it stands, you might very well end up nearing this through a normal run of the game the first time, though in order to reach Lv.99:

You might have to play the game more than once to simply get the experience required. Of course, it might be in your interest to do the second or third playthroughs anyway so you can end up getting the extra Monokuma medals or hunting the Hidden Monokuma dolls as well.
