Each character has a total of 6 hope fragments that you must collect from them in order to fully fill out their report cards.
The first of the 6 is given to you automatically from the story, after that it is up to you to hang out with them during Free Time to collect the rest.
Giving them presents is necessary to collecting more hope fragments (excluding the first 2) and completing report cards. These can be acquired from the MonoMono Yachine at the 1st island beach or the Main Menu, the vending machine in the 1st island supermarket can be used as well.
Also note that it is impossible to collect every single hope fragment in a playthrough. Any fragments you miss can be earned in Island Mode, which is unlocked after finishing the story.

It would seem for Nagito's report card you can't progress it if you did not earn a hope fragment in the first chapter. He doesn't seem to progress after
if you didn't get the first fragment.

The only way to advance Nagito's Report Card after the first murder is to finish chapter 1 at the very least and keep repeating the very first free time over and over as many times as you want until you have it on which page you want to stop at. He either can't be found , is locked in the dining hall or just won't give you any crystals no matter what you give him. Trust me I tried, wasting several presents and a couple of hours.
Also Hope's Peak Ring and Memory Notebook never do anything with Nagito in Story Mode, haven't played Island Mode yet. Maybe it works there?
I'm no longer sure what I posted is correct. It seems there may be a limit on how many Hope Fragments you can have before Island mode? I'll fix or delete this when I find out.
