The MonoMono Yachine is found on the first Island's beach and can be used by using Monocoins, to use it you have to press up on the dpad/move the left thumbstick upwards and press the A button to use (you can use multiple coins to increase the probability of getting a new item as well keep in mind but it will count as one spin) after 100 spins the achievement will unlock.
You can get monocoins from class trials which give you around 100 monocoins to use depending on the trial.
You can also get 200 coins from creating a Robo-Rabbit or Mecha-Monomi (depending on which one you get asked to do as the last task in Island mode).
Raising pets will also get you monocoins (The amount varies from 100 coins from Snakemi to 300 from Monokuma) after you take care of it, prevent it from dying by cleaning (around every 100 steps) and have walked around 2200+ steps depending on the pet you have.
You can also acquire the "Sting" from Byakuya's 5th free time event which allows you to collect slightly more monocoins which can also help you progress faster towards "The 1 percent" achievement of holding 999 monocoins (which the maximum amount you can hold).
