The MonoMono Machine is found on the first floor of the academy (not the dormitory floor btw) and can be used by using Monocoins, to use it you have to press down on the dpad/move the left thumbstick downwards and press the A button to use (you can use multiple coins keep in mind but it will count as one spin) after 100 spins the achievement will unlock.
You can find Monocoins by clicking on certain things in the story mode, examples include: the bin in your room, the counter next to the monomono machine and the flower pots on the fourth floor.
You can also get monocoins from class trials, playing on mean (or kind with the raise skill unlocked) will give you around 100 monocoins to use depending on the trial.
The Raise skill can be unlocked from Celestia Ludenberg's 3rd free time event which makes you receive 10% more monocoins which can help a lot when it comes to the gallery and the 999 monocoin achievements too, hope this was helpful XD
