There are a couple of misable objectives here so I'll map out this mission. Take out as many wolves as you can when riding in the vehicle. Once you stop, head to the North West most corner of the map and kill the boars to use as bait. Pick them up and head to the baiting location, killing the other boars/wolves along the way. Drop the bait, switch to hunter sense and kill them as they come. Replace bait as needed to make sure you get all the wolves. After the last one a bear comes. Kill him and as long as you finish within the time limit the achievement is yours!

To earn this, you must complete the main and secondary objectives in Russia.
The primary is story related, so we'll skip that. The secondary requires you to kill all the wolves in the area, this HAS to be done as well, so you'll get the achievement and beat the level at the same time.
If you're having trouble finding the wolves, just run around the woods near the Russian guy and baiting area, and the wolf should come to you.
