In chapter 9 "City of the Flames" you'll encounter another PaoKaï.
When you encounter PaoKaï; go through the hole in the right wall. Go up the stairs. Go straight, kill the enemy and at the end there is a ballista you can use to kill the dragon.

One of my oldest solutions and not that good with info. I really do not remember which chapter anymore. I will look it up for you when I get back home.
