I just got it with my assassin at chapter 4, after kicking every enemy possible through fire (the bonfires work very well), or spikes or to a void.

I got this while shooting Goblins with lightning, which doesn't quite fit the description.
This is easiest as a mage. The Fire arrow and Fireball spells do a large amount of initial damage, and sometimes set your opponents on fire. If the enemy dies from the ongoing 'Burning' effect, it counts for this. If they die from the initial damage, it's a magic kill. So hit enemies with fire spells, and don't hit them if they're alight.
