The easiest way to do this one is during chapter 7. The level is almost all frozen, just continue to ice your glaive and kill the enemies. Do a power-throw for a one hit ice shatter kill.

This pure worked. I just loaded up chapter 7 and ran past all the enemies til I found that big shiny barrel and threw my glaive at it over and over killing all enemies til I got the achievement.

Power up the glaive with frost, which comes in the later levels in frozen barrels or freezing tanks. These are kind of scarce, so you might want to reload checkpoints and killing until you get this. You don't have to "kill" a frozen enemy, just hit them with this and they'll turn to ice.
