How to unlock the Gathering of Exiles achievement in DARK SOULS II: Scholar of the First Sin - Definitive Guide

To get this achievement you must get certain NPCs to move to Majula, this is mainly done by finding them and exhausting their dialogue, then when you next rest at a bonfire they will have travelled to Majula. If the NPC dies then they are gone and this achievement will be void until NG+

Each NPC will say something about moving away either as part of the final dialogue or upon leaving. If they do this then they should move.

You will know that their dialogue is exhausted when they repeat things they have previously said (word for word).

NPCs:

1. Licia of Lindeldt. She is found in Heide's Tower of Flame, upstairs from the Dragonrider boss fight, kneeling by the edge. Exhaust her dialogue.
Note: Do not invade and kill Licia until you have the achievement. (Thanks to Js2Death for highlighting this).

2. Merchant Hag Melentia. She is found in the Cardinal Tower (Forest of Fallen Giants), next to the bonfire. Exhaust her dialogue.

3. Cale the Cartographer. He is found in the open area after the Cardinal Tower bonfire. From the bonfire go down the ladder and out where the fog gate is/was. Go halfway up the tree then jump off to the right to land on a roof in the middle of the area. Then, going in the same direction as you were going up the tree (towards the mountain), jump across to another platform. From there go right and down towards a cave entrance which is in the corner next to a wall.

Enter the cave, but before going to the left turn wait, a boulder comes down. Go up to where the boulder came from. Cale is on the floor at the top. Exhaust his dialog (you should get a key as well). Be wary of an enemy which will attack you while you talk to Cale.

Once you have exhausted his dialogue and gained the Mansion Key, go back to Majula, enter the mansion, go down to the basement and kill the skeleton (for more detail see 'Curious Map' guide). Then when you rest at a bonfire Cale will be in the basement at the map.

4. Carhillion of the Fold. He is found near the end of No Man's Wharf. He sits on a pier, to get there go right before you go down the pier to the ship, then follow that along, turn left and go up some stairs. Exhaust his dialogue. Note: you require 8 intelligence without buffs for him to talk to you.

5. Stone Trader Chloanne. She is found at the beginning of Harvest Valley sitting atop a rock just after the bonfire. She is very difficult to miss. Exhaust her dialogue.

6. Laddersmith Gilligan. He is found after the second bonfire in Earthen Peak. Go up the stairs (an enemy will fall upon you), then out of the door to your right. Here, there is a open corridor with wooden barriers along it. Hit the first barrier as you enter and walk along the new path to the left, along the edge of the tower. Laddersmith Gilligan should be standing there. Talk to him and buy his ladder for 2000 souls. Exhaust his dialogue.

7. Rosabeth of Melfia. She is found along the path towards the Shaded Woods. Unpetrify her and give her some clothes, then exhaust her dialogue. Be careful, if you pull the lever there will be an ambush; Rosabeth can die here, therefore it is safer to go and rest at a bonfire before pulling the lever. (For greater detail see the Change of Clothes guide).

Once you have all of these NPCs in Majula the achievement should pop.

If it doesn't then go and make sure that each of them are there. Licia is at the contraption on the way to Heide's Tower of Flame, Melentia is sitting against a wall near the bonfire, Cale is in the mansion at the map, Carhillion sits next to a tree up the hill towards the monument, Chloanne sits on a rock near the blacksmiths, Gilligan sits next to the pit, and Rosabeth stands at the base of the monument.

Everyone you listed is in Majula, but I did not get the achievement. The achievement is not stuck on 'Done... Unlocking' either. Any ideas or suggestions?

In that situation I would log out, maybe perform a hard reset of the console, then continue playing for while.

If it still doesn't work then I would start another run with the focus being getting this achievement. Since the furthest you have to go is Earthen peak it shouldn't take long at all.

He must have died. As far as I know you wont be able to get the achievement in that playthrough, so try doing another. As I said in my previous comment, this isn't very difficult to get and wont take long.

Thanks, I have updated the guide to reinforce the missability of the achievement.

With Cale the only thing I can say is; have you killed the skeleton in the Mansion? If you haven't then that will be why. If you have then I don't know.

Thought this should have already unlocked for me, but then I realized that I wouldn't have had 8 intelligence when I met Carhillion. Time to pay him a second visit...

I had to go back to the cave where Cale the Cartographer is and speak to him once more, he mentioned the skeleton which I had already killed and then said he would go back to majulah soon. Then BOOM achieve pop when I traveled back to majula! toast

I am having trouble getting this to unlock. Got all the NPCs at Majula and spoken to each if them. But I killed the Maglaughlin at the start for his armour, so maybe he needs to be alive?

This achievement didn't immediately unlock for me. Like the previous commenter suggested, I spoke to every resident once again. It unlocked as soon as I rested at the bonfire. I'm not sure if that specific course of action prompted the achievement to unlock or if it was just delayed, but I figured that this was worth sharing.

You don't need to speak to anyone in majula once they are all there, that's just nonsense

Just to leave a note for anyone searching, Maughlin must be alive for the achievement. If you kill it for the exp+ armor, the achievement must be done in NG+

If that comment was directed at me, I don't know what to tell you. I've literally got capture card footage of it. laugh Anyway, as previously stated, I'm not claiming any such actions are necessary to pop the achievement; I just shared my experience in the event that someone else also ends up with an achievement that refuses to pop.

You need to get the following NPC characters to appear in Majula (speak to Sualden after you do so for a bonus item):

Merchant Hag Melentia - found in Cardinal Tower by the bonfire. Speak to her after you have killed the Last Giant and she will move to Majula.

Cale the Cartographer found in the Forest of Fallen Giants. From the Cardinal Tower Bonfire go down the ladder and left at the bottom. Through the door at the end and halfway up the sloping tree, drop onto a lower wooden ledge from here and then again to the floor. Go up the ladder on the building nearby and then over the wooden bridge to a roof - from here you can do a running jump to a wooden platform ahead, and then drop down to another wooden platform that has the cave entrance. Watch out for the boulder trap and then speak to Cale at the top of the slope until he says he will go back to Majula.

Rosabeth - she is blocking the entrance to the Shaded Wood initially. Needs to be freed using a Fragrant Branch of Yore. Then speak to her until she repeats herself, and be sure to give her some new clothes and she will then move to Majula, at the bottom of the memorial near the bonfire.

Carhillion - found in No-Man's Wharf, on the docks by the ship you summon. You need at least 8 Int to speak with him, do so repeatedly and he will then move to Majula (under a tree looking out to sea).

Licia - found after the Dragonrider fight at the top of Heide's Flaming Tower. If you exhaust all conversation she will then move next to the contraption in the tunnels by Majula (same tunnel that led to Heide).

Stone Trader Chloanne - found sat on a rock as you enter Harvest Valley. Speak to her until she says it is time for her to move on and she will go to Majula the next time you rest.

Laddersmith Gilligan - located in Earthen Peak. From the second bonfire (the one behind a mist door) go up the stairs and smash the wooden railing in front of you. Go along the left hand ledge to find him. Buy his ladder for 2,000 souls and make sure to exhaust all conversation. After the boss fight at the top of Earthen Peak (Mytha) he will then move to Majula.

Once ALL of the above are in Majula you should get an achievement the next time you warp there.

For this trophy you must get a particular set of NPC's/Merchants to move to Majula. This is very easy and will come naturally most likely. All you have to do is talk to the following to get them to move.

Merchant Hag Melentia - Cardinal Tower bonfire, Forest of the Fallen Giants.

Cale the Cartographer - In the cave across the rooftops, Forest of the Fallen Giants, see Curious Map for more info.

Licia of Lindeldt - Heide's Tower of Flame, Tower of Flame bonfire after defeating the Dragonrider.

Cahillion of the Fold - No-Man's Wharf, on one of the docks just before the boss, will only speak to you if you have 9 Intelligence.

Stone Trader Chloanne - Just ahead of the first bonfire in Harvest Valley, overlooking the poison mist pool below.

Laddersmith Gilligan - In Earthen Peak outside down a ladder, or simply beat the boss there and he will show up at the Pit in Majula automatically.

Rosabeth of Melfia - When you unpetrify her, give her some clothing and she will return to Majula after some time.

It is necessary to find all people who can be transported to Majula. I’ll say right away that I managed to collect them all without even talking to everyone. Forester Gilligan appeared in Majula after killing the boss Mita.
In order for Carillion (the magician in the Deserted Shipyard) to go to Majula, you must have at least 8 intelligence .
In order for the old woman to come to Majula, you need to talk to her a lot (until she starts repeating herself) and then kill the giant boss in this location.
Rosabeth will appear in Majula after receiving the clothes from you.
The blacksmith's daughter (and part-time stone trader) will go to Majula after several conversations.
Lisia from Lindelt from Heid's Flame Tower will go to Majula (not exactly the settlement itself, but to the corridor next to it) after a couple of conversations with her. Don't use Broken Eye in the hallway until all the characters have gathered in Majula, otherwise you may not get credit for it.

For some reason it is not said anywhere, but the Cartographer must also be in Majula for the trophy to drop

The main thing is not to forget that you should not kill anyone in Majula. Why might this be?
For example, because the clothes of the guy who sells boss sets are very imposing and at the beginning of the game it will be very tempting to kick him.

In order for the grandmother to move, you need to spend 2,000 souls with her, talk to her and kill the boss of the location.
One way or another, you will need the key to the Pharos stone, and it costs 4500, so don’t waste your souls from her, but buy something essentially.

You also need to bring Lisia from Lindelt, who is located in the Fire Tower of Heid.
And do not use “Broken Eye” on it (you can use it after collecting all the characters).
