Wicked K is unlocked by playing the Crucible. The first wave of this becomes available once you reach Level 10, with Waves 2, 3 and 4 becoming available at Levels 15, 20 and 25 respectively.
Officially, Wicked K is unlocked after beating all 100 waves of the Crucible in one sitting - without dying or leaving. Hence he is only available in New Game Plus mode (since the game caps your first play through at level 22). I won't put a full Crucible guide here.
Unfortunately, the PS4 version of the game is somewhat crashy, meaning getting through all 100 waves without the game crashing is highly unlikely (I tended to average a crash every 45 waves or so). However, there appears to be a glitch which unlocks him earlier. I beat Waves 1-25 and 26-50, then the game crashed around Wave 60. Upon restarting the game and starting the Crucible, I could choose to start the Crucible against Wicked K. I believe there was a similar glitch with the Xbox 360/PS3 versions of the game.
Once you start this fight, you'll have to climb a large structure in the middle of the Crucible before the fight against Wicked K begins. He's not particularly tough as long as you have decent weapons (particularly scythes with health on crit or health steal). I noticed his health bar appeared to be broken and didn't reduce from 100%, but upon taking enough damage he will fly away, leaving you with the achievement (and a chest to open).

You can make the crucible much less crashy by turning off the damage display in your game options. The game crashes when too many numbers are visible at once.
