You can respec by talking to Vulgrim and purchasing it from him. You can first meet him very early on in the game in The Weeping Crag. Trade with him after the initial dialogue sequence and you can purchase respec for 1000 coins. If you don't have enough coins, continue to Baneswood and kill some enemies and loot some chests then come back.
