How to unlock the The Toll of Kings achievement in Darksiders II - Definitive Guide

This is story related trophy that will unlock naturally during your playthrough of the game. For additional information with potential spoilers, read the detailed description below.

The Chancellor of the Eternal Throne will give you a quest to kill the champion of the Gilded Arena, Gnashor, and bring back his skull. Go to the Gilded Arena and gather the shards needed to summon him. Beat Gnashor, then return to the Eternal Throne and speak with the Chancellor to unlock the trophy and meet the Lord of Bones.

Plot-based. Before you open the Bone Lord trophy, before entering the throne room, you will be greeted by the king's gatekeeper, he will tell you first you must survive in the Golden Arena before getting to the king, this is the fee for passage.
