This achievement should be unlocked shortly through the starting quest. If not the blacksmith is up the right side stairs just craft any weapon that requires behemoth parts and it should pop.

As soon as I arrived in Ramsgate after killing the first Behemoth, I ran up the stairs to the blacksmith, but there was no option to forge a weapon. Then I figured out I had to actually follow the quest 
(look for the exclamation points [!]):
1) Talk to Katerin Sorrel (SSE of your starting position)
2) Talk to Moyra Heigsketter, Armoursmith (SSW of Katerin)
3) Talk to Wils Bormen, Weaponsmith (N of Moyra)

Crafting is unlocked as part of the main story, so you might need to complete a few quests before getting this specific achievement. However, you'll be crafting and upgrading a ton of different things so this will come naturally. See "All Decked Out" for more info.
