Just to clear this up, this achievement is for reaching Level 25 in any Escalation talent tree, not for reaching Level 25 as part of the normal 10-50 Escalation hunt.
You can find the talent tree hiding behind Arkan Drew in Ramsgate. Here you can choose different upgrades for the Escalation. You earn experience as you play the different Escalations.
Reaching Level 20 is relatively quick. From there it takes 8000, 8500, 9000, 9500 then 10000 exp to finally reach level 25. As a guide, you will get just over 2000 exp for a full, run of 10-50 Escalation. This is roughly 23 runs. You don't get any more exp for playing in co-op than you do solo**, I found it easier to just run them by myself. I'm not sure how much Heroic rewards, but you won't want to run that less than 25 anyway, and you wont be able to clear it anywhere near as quick as 10-50.
**You can increase your Exp gain by joining the Slayer's Club with Platinum / Cash. Each slayer in your party that has paid for the Slayer's Club will increase your earnings, so you may get lucky with randoms or if you have a party of 4 that all wants to get the achievement real quick, you can pay your way, but its not that hard to do solo. Don't waste your money.
25 is the maximum level and awards you with a full transmog set.

There is no point doing heroic escalation for the aether, a 37 minute run got me 2500. Much easier to just run the normal 10-50 escalations and getting 2000 aether.

Every time you complete an escalation, you will earn experience and be able to earn skill points for passive bonuses and new amp upgrades, which you can assign at the pylon behind Arkan Drew in Ramsgate. To unlock this achievement, you must repeat the same escalation over and over until you've reached Level 25. Shock, Blaze, Terra, etc all track the XP separately, so pick one and stick with it. Blaze would be a good option since you need to craft an item with Togadoro parts, and you could also use those items to craft your Legendary weapon, so you can combine two other achievements with this one. You will need a total of 109k XP in a single escalation playlist to unlock this achievement.
