The Flameborn Rezakiri Behemoth is found in the Paradox Breaks hunting grounds. And sometimes randomly in Blaze Escalations 10-50 and rarely in non-Frost Escalations 10-50.
You can unlock Paradox Breaks island at Slayer Path Level XI. Flameborn Rezakiri will be level 16-19 in power so you'll need an appropriate weapon also around that level to defeat it and at least an equipped level 14 weapon to access Paradox Breaks once unlocked.
