When you can use hoagie as a character switch back to Bernard and go back to the main floor with a set of stairs on the right, then go to the second floor with another flight of stairs. There will be three doors, go to the one closest to you and turn the tv on then you can turn it off and the achievement will go Ba-Ding.

In the present, go to the room with the sleeping big guy. In his room is a television that can be turned on and off again, granting you the trophy.
Take note: There's also a tv in the next room (with the depressed joke item inventor) which you can turn on, but you can't turn that one off.

In the first room on the second floor is a sleeping convention attendant. He is beyond waking up, but there's thankfully a television here to occupy your time. Actually, you need to view the television to find out how you can get the diamond to power up the Chrono-Johns here in the present, but in order to get this trophy, you have to turn it off. While I say it is missable, you have plenty of time to go back and turn it off, but there's nothing in the story that actually requires you to turn it off in any way.

After the introduction is over and you can access the whole house with Bernard in the present, go upstairs from the clock room.
