Once you acquire the Golden Quill and BEFORE you have Hoagie give it to Red drop it in the Toilet and have Bernard pick it up and then Use Quill with Contract to unlock this achievement.

Done it multiple times now but wont unlock. Is this bugged?

After getting
The Secret Achievement achievement in Day of the Tentacle Remastered worth 15 pointsContinue playing to unlock this secret achievement
make sure you do NOT attempt to get Dr Fred to sign the contract himself yet.
Instead flush the contract to Hoagie.
After you got

get the gold plated quill from the empty Founding Father's room.
Use the quill on the unsigned contact to unlock that achievement.
