As the descriptions says: Use the charged battery on the Chron-O-John first instead of plugging it in.
Be warned this is highly missable, because once you put the battery in the plug (aka use it correctly) the game seems to autosave and you are forced to do another playthrough. I missed it by plugging in the battery immediately the first time, and realized my fault the moment after, reloaded the autosave, but it was with the battery plugged in already. And once done so, you can't pick it up again. So be warned to use it on the Chron-O-John first!

Can you delete your local save (without quitting) and reload from cloud? There is usually a lag between auto save and the game uploading to cloud save.

For those wondering why this doesn't work when you get the battery (And haven't tried the plug yet) you first need to "Charge" the battery Via Ben Franklin. The steps are as follows:
Firstly (As Bernard) go to the reception of the house in the present and in the window is a "Help Wanted" sign, pick that up and transfer it to Hoagie via the Chron-O-John.
Go through Hoagie's story until you go down the grandfather clock to the basement and give the "Help Wanted" sign to Red Edison. This will give you the achievement "Get a Job". After you get this achievement, grab the lab coat off the wall. While you are there give Red the blueprint for the battery too (This item is not needed for another achievement so it's okay to give it up).
Next follow the guide for the achievement "Obvious, Really..." This guide is from iamshanno who posted their guide on the achievement in TA:
Now time to make the battery, Follow the guide for the achievement "Behind Every Great Man I A Quality Roadie", ZsCSirphon's guide goes as follows:
"Rap Sheet: Yegg" can be got by following Miribunda's guide:
Go down to Red Edison again and give him all the ingredients (Oil, Vinegar & Gold Quill) and he will make the battery for you. Once you have the battery, go outside and go to Ben Franklin in the fields over to the very right of the screen. Tell him that you want to help him with the kite again and he will tell you what to do with the kite. When he goes off screen, go into your inventory (Y on controller, move mouse to bottom left of screen and press the arrow icon for PC) and use the battery on the "Pocket" of the kite. Once the battery is in the pocket Ben will shout "Now", you can 1 cycle this and "Push" the kite with the options but if you miss your window he will come over and ask what happened, just answer Uhhh... and try again. The kite will fly in the air and a cutscene will happen, DO NOT SKIP IF YOU ARE GOING FOR THE CUTSCENE ACHIEVEMENT, Ben will talk with you and say he is going to his room again, don't worry he drops the battery on the way back to the room.
IMPORTANT PART Now you have the charged battery DO NOT plug it into the plug. Instead use the now charged battery on the Chron-O-John to get this achievement. Side Note: If you use the battery on the "Toilet" within the Chron-O-John it has been stated that this achievement won't pop for everyone, if this is the case, make sure you use it on the Chron-O-John and NOT the "Toilet" to get this achievement.

Have Hoagie grab the bucket from the kitchen behind the swinging door in the Main Hall then use the bucket on the Water Tap to fill it. In the room on the right from here there is a cupboard open it and collect the brush.
Now we just need soap head upstairs with Hoagie and enter the first door on the right (Hoagies Left). This is George Washington’s room. Have Hoagie “Use” the bed and then “Pull” the cord on the left to summon the maid. This will make her start cleaning the room and you can leave the room. Just outside is the maids cart with a bar of soap. You can now grab the soap!
Now we have everything we need so head outside and go to the carriage. Use the Soap on the Bucket of Water to combine the two and then use the Brush on the Bucket of Water and Hoagie will start to clean the carriage and the achievement will unlock.
Once the carriage is clean, Ben will run back inside and go to his room (Do not skip this cutscene if you are going for the "Mental Patience" achievement). Go to Ben's room, he is upstairs on the floor with 3 doors, enter the furthest door away closest to the stairs going up to the top floor. Use the lab coat on Ben and He will make the kite. You can come back to this later, right now you need to make the battery. Now we just need soap head upstairs with Hoagie and enter the first door on the right (Hoagies Left). vinegar made from wine( right room on the second floor past) use on time capsule next to the founding fathers then send can opener to laverene and she should use it on the time capsule in he future gaining the vinegar and the achievement Chateau Eau Neaux
and gold as in the Golden Quill Pen (found in the hall in the past) to get pen you need to retrieve chartering teeth( gained by opening the grate in the hall present and luring the teeth in there) exploding cigar(gained by using gag pistol with bang flag in hall present and asking the cigar salesman for a cigar) give cigar to George Washington and then the teeth now use the blanket on the floor with the chimney on the roof after the founding father escape the room you are free to get the pen.
Just to make life easier, While the 3 founding farthers are outside (After jumping through the window to get away from the fire) There are 2 steps you need to do. Firstly, take Hoagie outside and talk to the founding fathers, this will give you the achievement "Our Lazy Speechwriters Didn't Cover This". Next go to Bernard and send the contract to Hoagie, to get the contract you need to do the achievement "Rap Sheet: Yegg" vinegar made from wine( right room on the second floor past) use on time capsule next to the founding fathers then send can opener to laverene and she should use it on the time capsule in he future gaining the vinegar and the achievement Chateau Eau Neaux

Before you start controlling Laverne, switch to Bernard and go into the Main Lobby. Go through the door into the convention room and Open the Grating. Go to the Chattering Teeth and follow them to trap it in the grating and then Pick them up. Go through the Swinging door into the Break area and pick up the Fork, Coffee, and Decaf. Head into the door to the right and get the Funnel from the Cabinet.
Head back into the lobby and up the stairs. Open the first door where the fat guy is sleeping. Close the door and get the Keys from the lock and leave. Go past the second door and enter the Third door to see Green Tentacle. Push the Speaker down and then grab the Videotape and use the On/Off switch to see something fall off of the ceiling in the Main lobby. Go upstairs and to the right to see Edison’s son and Pick Up the Hamster. Go out and upstairs, into the next room and then outside. Get the Crank from the Crank-box and go down the chimney.
Pick up the Fake Barf on the ground in the lobby and go see Dr. Fred in his laboratory. He’ll talk about a contract he signed, so Use Decaf Coffee on his Coffee Mug to make him start sleep walking. Go upstairs into Edna’s surveillance room which is across from Weird Ed’s room. You can’t get rid of Edna now, so you’ll need to switch to Hoagie. Go downstairs to the basement lab and grab the left handed hammer on the side of the lab. Go to the room across from where the Horse is where Ned and Jed are sculpting. Switch the Right Handed Hammer with the Left Handed Hammer. The statue in the present is now altered so you can now push Edna out of the room.
Put the Videotape in the VCR and then Use the VCR. Press the Square button on the VCR to Record. Then it’ll show IRS agents come and take Fred away. Rewind the footage and switch the footage to EP on the far right. Play the footage and you’ll see the combination. Go down into Fred’s office in the lobby. Grab the Booboo-B-Gone from the desk drawer and the Swiss Bank Account from the Desk. Open the safe and grab the contract.
Once the contract has been sent to Hoagie, go to the main hall (Where the founding farther's originally were) Go over to the window and pick up the quill.
