Once Laverne can move freely around the property send all three characters up the chimney and this will pop.

After you get access to all three kids, have them climb through the chimney.
Hoagie can access it from the Founding Father's room, Bernard in the novelty salesman party room and Laverne has to tell the prison guard she feels sick. When she gets out of the doctor's room, she can also access the chimney to climb it.
