During the first week of the game, a Trader will show up at your camp and ask you to complete a quest. Do so, and he will set up a shop in camp. Head to the Shop Tab in the notebook, and purchase an item in the left-hand menu by pressing 
on the item card. Achievement unlocked!
If you don't have enough materials to purchase an item, look through the right-hand menu and sell off some items you're not currently using. Some good high-value items to sell are Gold, Gas, Steel, and Bullet Casings (all used in making bullets) and Old Weapon Parts (used in making Tier 0 weapons). Selling some of these will definitely give you the Materials needed to buy something in show.
NOTE: Once you complete the Shop quests, the shop will allow you to rotate items for sale every three days. DON'T FORGET TO DO THIS! It's not automatic -- you need to be in the Jobs menu and press [cn_x] to cycle the shop. It's easy to forget you have this ability. I know I did.
