To get this achievement you have to obtain a merciless victory using the Ghost Face with only his three unique perks equipped. You will have to be at least level 10 with the Ghost Face to unlock three perk slots.

I wrote a blog about this but I will try giving you my best advice on getting this achievement. You need to take time learning his powers. Keep in mind, you could gain the ability to instantly down survivors. But they can easily take it away.
Here's my best Ghost Face advice that's a little frustrating to do. If you have no choice but directly chase em. Make sure you with your target are in a loop area. You are likely to quickly build up that meter while avoiding their stare.
Obviously this by itself comes with a few problems. Another survivors could be staring at you at a distance during a chase. You are likely to get a pallet dropped on you. There's a chance you might remain behind them a while or possibly loss em.
Thankfully two of his perks does help things a little bit. Especially with a handful of generators remaining. You just down someone to prevent further work on them unless one being worked on. This tells you exactly where you should be looking.

At this point all you have to do as killer to get Adept is kill all survivors. Not sure if Mori counts, but I have been getting a few of these even if the survivors run out of time before opening the doors.
