As of the All-Kill midchapter patch, there is an Obsession in every match. Obsessions are indicated by the weird "claws" around a survivor on the hud. When starting a chase with the obsession, there is a high-pitched sound cue and the "Claws" on the HUD will start to twitch. The achievement will pop after sacrificing your 30th obsession.
