Get to the Fractured Shrines, interact with a dead cultist to get the blueprint for the Cultist Outfit and then unlock it, 1 cell. Once you can, change into the Cultist Outfit get back to the Fractured Shrines and approach the door for the Undying Shores, you should be able to enter now.
If you have already unlocked the Undying Shore you probably need to make a new save to unlock this. Took me about 3 runs

@DDShadow I already did that before the achievement was added and I don't see those dead bodies any more.

You can also immediately change into a Cultist outfit by using the Homunculus Rune ability (press in Right stick) to detach your head and then possess a dead Cultist's body. Saves an extra playthrough.
