The Morass of the Banished is a third-level biome included with the Bad Seeds DLC. It doesn't need to be unlocked, but can only be reached through the Promenade of the Damned, the Prison Depths, and the Dilapidated Arboretum (the arboretum is also in Bad Seeds). If you take the Toxic Sewers/Corrupted Prison route, you won't be able to enter the Morass biome on that run.
