This achievement requires you to have the Maw of the Deep weapon unlocked. It is dropped by the Mutineers (the guys with the anchors that they hurl at you) on the Infested Shipwreck.
The third swing of the weapon hurls a shark. The shark just needs to touch water - map doesn't matter. I got it with a puddle on the Promenade of the Condemned.

You don't necessarily have to have the weapon unlocked through a blueprint, you can just be lucky enough to come across it randomly, like me, and use it that way.

This is how I got it and I haven't tested anywhere else yet. In the Infested Shipwreck biome, use the Maw of the Deep (Shark weapon, I'm not sure how I got it but it was from the new biome) and on the 3rd swing of the shark it tosses it. There are several spots in the area where there is water. Make sure the shark lands in the water and done.

I did this in the Mama Tick fight (Nest?) and it got me the achievement also.
