The solution for those who did not have an achievement popped up. Join the random online game, remove the numen cards and put them back. Worked for me.

This bugged for me and nothing is working to fix it.
Edit: Not even doing the remove and add cards on random game or doing the mission again with a parter unlocked, the only solution left is rushing through the game again with another character.

I found out why it wasn't unlocking guys. If you're not unlocking the achievement, do all the other achievements or unlock the missing cards and do the step by step below:
