Never popped for me the first time I played through.

I'm just before this in my 2nd play through, hopefully it pops this time...

EDIT: Nope, didn't pop the 2nd time either, Guess I'm just not going to get this achievement.

Hope so too! Very early on several of these achievements were bugged. Still I’d recommend not using Quick Resume with this game, use the Start Shutdown option and then start the game cold.

Story related. This is unlocked upon finishing the ‘Rage Quit’ quest, when reuniting with Patton in the sewers.
