There are plenty of ways to get Medkits. You can buy them or pick them up from zombies or from the walls.
Buying:
-Medium medkit is $200
-Large medkit is $500
Picking them up:
-Medium Medkits can be found on zombies if you are playing the arena, Picking them up in random buildings, or you can keep getting them off of the wall in Chapter 18 by restarting the checkpoint.
