So me and my brother tested this in the bloodbath arena and it works a treat.
The zombies DO NOT have to be alive to count towards the 10, so rack up 10 dead zombies in a small space and through your molotov, remember you can kick the dead bodies to where you want them.
Here's a video of me and my brother doing it in the easy arena.
Sol76 Added: Just to add , you can also do this in the campaign , however , in your quest to gather 10 zombies to kill , do not wander to far from your pile of dead zombies , because they will likely disappear. Try to gather as much zombies as you can and be ready for a chaotic slugfest. After that kick them so they are close together and throw a molotov in the middle. As soon as the fire ignites , the achievement pops.
A very good spot to gather them is on and near the circular restaurants on or at the beach near the lifeguard tower. You can do this as soon as you get your first molotov.

I can confirm that this method works. Unless if the developers patch it in the future.

I found 2 easy spots during the main storyline where you can group up 10 zombies:
1. Just when you reach the Lifeguard Tower at the start of the game, go downstairs to the beach en cross it towards the first big bar you see in front of you (it's like an island with a bar and a walking bridge to it). On the left of the bar there are 10 walkers. You can use some meat bait to group them up. It took me a couple of tries to hit them all with a molotov, but it worked for me .
2. In the city of Moresby, after some quests you'll get to Nick's Hub in the Waterfront area. Just south-west of there, along the water/beach you'll spot a group of 9 zombies, with another 1 eating a corpse a little next to it. Meat bait works like a charm here.
Note: I played as Xian with the perks to decrease aggro and threat, so zombies would not automatically follow me or come up to me (makes all arenas super easy). So with other characters you can probably do this without the meat bait.

Good location in the video. You can also unlock this by stacking dead bodies in the EASY arena. Use KICKs to better group them up. Can be done in the first few waves. Then once you have 10+ dead bodies piled up or mixed with other zombies still attacking you throw your Molotov at them. This seems to be a glitch that still works as of today in 2022. I've unlocked it that way!

Another great spot is in the city of Moresby. There is a safe house / fast travel spot called Square Abandoned House in the south central area of the map.
Once there, head north on the road. There is a bus with 2 groups of 4 zombies south of the bus and one group of 4 zombies to the north. I just aggravated the groups and went inside the bus.
If you keep kicking at a door, the zombies cannot get in. Just wait until they all bunch up and throw a molotov.

Craft molotovs and some bait go to the bloodbath arena play untill you reach the wave with 10 zombies wait for the zombies to reach you then throw some baits and wait for the zombies to gather around then throw the molotov
