This skill is exclusive to Sam B
This took me a few attempts.
First make sure you have the tackle skill upgraded to the second tier at minimum otherwise it won't cause damage.
Second get a pistol, I usually find a ram, Jump on a car and shoot him in the head to lower his health to almost empty.
You only do 1 damage if you tackle him head on so let him run towards you then dodge, Analog stick left or right and A for xbox one, Then try and tackle him as many times as you can as I was able to get 3 hits on most times until he turned back to me, Make sure not to die if your Single Player as you'll respawn and his health will have filled again.
I was lucky enough to set him on fire and panicked thinking he was going to die and tackled him and he died and it popped but I can't confirm if this works 100% to get his health low, Set alight then keep tackling his ass ( literally ) but try it and confirm if you can otherwise stick to the above method :)

Chapter 12, Quest: Power Slaves
Quest giver is found in the lab after you’re told to go help some scientists. You eventually make your way to a small room with a solo ram. I dos a bunch of damage with weapons and then stand in one corner of the room, dodge and ram him in the back. Repeat until he’s killed. Also, if you die, the rams health does not regenerate

This achievement is called "Oh, no you don't"
You get this achievement for killing a Ram using the tackle skill.
The rams are the giant no armed charging guys. It is best to get there health as low as possible before trying to kill them with a tackle as the tackle skill does very little damage and the achievement can still be unlocked as long as it is a tackle that kills the ram.
(*Note: you must have at least 2 Ranks in the tackle skill in order to do any damage with tackle. You should see damage appear above the Rams head when you hit him. (credit goes to mattcrossUNC))
(*Note: Sam B is the only character that gets the tackle skill. (credit goes to Mercenary Girl))
