To do this you must have equipped a sharp edged melee weapon and must cut off 100 legs or arms of your enemies.
HELPFUL HINT: While attacking an enemy keep your cross hairs centered on one of their limbs.
ALSO: You can cut off a Thugs arm at his elbow and shoulder and it will count one for each.
