There are a few ways to take off a zombies head:
-Shoot them in the head with a gun.
-Use a sharp or blunt object and go for their heads that way.
-The head stomp perk in the center combat skill tree. Knock down an enemy and press
near their head when prompted and it will perform an instant kill stomp.
After your 50th kill your achievement will unlock.
