The obvious method is to find a player with a 15 - 19 win streak in DOA Online Mode and defeat them.
Alternately, you can easily unlock this achievement with two controllers.
1) Change VS settings to 1 round win, and lowest health (speeds things up a bit)
2) Start an offline VS match with both controllers (do not sign in on your 2nd controller)
3) Use the 2nd controller to beat your 1st controller (the one signed into your account) 15 times.
4) On the 16th match, use your 1st controller to beat the 2nd controller.
5) Join a Quick Match in DOA Online Mode. If there is one in session, you can just watch it.
6) As soon as the match ends, if you've done everything correctly, the achievement should unlock.

I want to add something to Shock O Rama's solution (which is perfect). The GOLD, SILVER and BRONZE stars are stackable!
I made BRONZE star using above method, then I quit the VS Match (don't go into Xbox Live yet!).
Then I made SILVER star (using the same method) and quit.
Then I made GOLD (if those were not stackable, I could get the biggest one, you know)... and quit.
Log into DOA Online, find a match and watch it (or fight it). In the end of one only match you can get all 3 stars for the price of ONE Xbox Live match!

These arent stackable i just let my friend beat me down to 21 wins and didnt work

He's saying you have to do it in versus mode. Beat player 2, when their streak is 10-14, then beat them when their streak is 15-19 and then when their streak is 20+.
Then go to Xbox live and win one match. You'll get all 3 at once. I'm about to test this and will confirm one way or the other whether it works or not.

Start a two player match and win 15 in a row with the 2nd player, on the 16th match win with the 1st player (which is logged into your account). A pop-up will tell you that you´ve earned a Silver star. Now start an online game and you´ll receive the achievement.
