After the case 0-3, you'll find Dick outside your safe-house on a van. Kill all the zombies around it and talk to him. He will take you to his pawn shop. When inside, keep talking to him until he want's you to pay for a tip. Simply pay him and the achievement will unlock. This should also get you closer to 'Small Town, Deep Pockets' achievement.

After getting the main bike part from the blockade in Case 0-2 and bringing it back to the safe house, when you leave the safe house again you will hear "help help" echoing across the street.

Once you have returned the broken bike to the Gas station Safe room, leave and you will find Dick on a van, kill the zombies around him jump up and talk to him, after that follow him to the pawn shop, once in the pawn shop, just talk to Dick and he will tell you he has information, but it wont be cheap.
