To unlock 'Complete Package' you must complete Overtime (Chapter 8).
To unlock Chapter 8, you must first make a choice in Chapter 7. When given the choice between Collecting Rhonda for Gary, or killing Gary, you must go save Rhonda and bring her back. Then finish the chapter as normal. This will unlock Overtime mode.
Overtime is fairly simple, and quite short. Its basically one big boss battle.
You'll be given an objective marker, head to it. Now, you have to destroy 60 of the drones at the markers without letting them collect enough King Zombies to fill the bar. If this bar fills, the chapter restarts.
After every 10 or so Zombies, the plane and checkpoint will move. Just follow it to the next area. The quicker you kill 60 drones, the quicker this phase ends.
All I did, was at the start, run to a safehouse, and I made 4/5 ZAR guns (AR+Shotgun). This one shots the drones.
Once youve finished the phase, you'll fight the boss. (I'll leave his name out just in case).
Its a really simple hack n slash fight, just use a melee weapon and nail him. Ideally, roll his attacks and counter with a heavy attack from behind.
Once he's dead, watch the cutscene, enjoy the ending, and if you hit an S rank enjoy your Mega Man costume!

Argh, I completed the game the first time yesterday, too, and the achievement didn't pop! Whhhhyyyyyyyy?

Does unlocking and doing Chapter 8 count against the clock? I'm running out of time and think that if I unlocked a whole nother chapter that the bomb will drop before I can finish.

Once you have completed Dead Rising 3, there will be a post-credits sequence where you chase General Hemlock around the city. As soon as the cutscene finishes, hop off of the roof and grab the assault rifles from the nearby gun shop if you do not have any on you. Ignore the King Zombies entirely to ensure that a lot of droids come out of the ship. The ship will then move from Ingleton to Central City, then to Almuda and then to Sunset Hills. Once you've destroyed the 60th droid, a cutscene will happen and then the final boss battle will ensue. For this fight against General Hemlock, you will want to stay on the platform with him.
