This is for purchasing 10 attributes which are essentially skills. Every level and I believe chapter section you complete in the game will give you an attribute point to spend. Click the View button (Picture in Picture icon on controller left side) once unlocking an attribute point and spend 10 of these on skills. Doesn't matter which ones you select, just need to spend 10.

Each time you level up, you will gain an Attribute Point. Simply place the points in whichever skills that you prefer. You will not be able to use Attribute Points prior to reaching Rhonda's Garage.
