The stranded survivors are random occurring side missions in which you must clear all of the zombies away from the survivor.
Fairly easy to do and there are many, many found throughout the game.
The first one is directly when you enter Ingleton for the first time.

Basically, you gain this achievement for saving any one survivor. Taylor will most likely be your first survivor, and you will encounter him after leaving the diner at the beginning of the game. You will head under an overpass, and soon an explosion to your right will open a path through a fence. Taylor will be on the other side of that fence.
