This is a story related achievement and cannot be missed. You will be called to meet up with Doug to take out some spec ops soldiers, after defeting them the cutscene will play and you will be awarded your achievement.

I saw this cutscene, finish dlc, but cheevo not pop up.

Some people are reporting some problems with the DLC achievements. One potential fix may be to start a new game (this specific episode) and it can unlock after the initial cutscenes.
