This achievement is story-related and cannot be missed.
Once you reach Rhonda's garage, spend some time clearing out the surrounding area and doing side missions, including dealing with the first Psycho (Zhi), and eventually you'll be able to talk to Rhonda to progress the story. Talking to her will grant you the tactical handgun blueprint.
