This is a story related achievement and cannot be missed. You will be called to help out a survivor outpost in South Almuda, shortly after you will chase after Winnie and talk to her, unlocking the achievement.

When I finished talking to Winnie, achievement said Done - Unlocking and didn't actually pop. I had to play through a second time as i missed one of the survivors. When i spoke to Winnie in the second play through, the achievement popped right after it.
Of course with Done - Unlocking - sometimes a hard reset or wait a few days will also take care of it.
